The Clarets have appointed Scott Parker as their new manager this week following Vincent Kompany’s move to Bayern Munich.
If he moves to Burnley, he will be reunited with Parker, having previously spent time together at Bournemouth.
Phillips is now weighing up his options as he enters the final year of his contract at Anfield.
He joined Liverpool’s academy in 2016 and has made 29 appearances for the first team.
In addition to Bournemouth, Celtic and Cardiff, Phillips also had a loan spell at Stuttgart in Germany.
